8. Description: JohnPap sailing on port leeward of Zhik also on port maybe with overlap with JohnPap in front for crossing bouy to live it on port side.
John Pap pass the layline and luffs waiting for Zhik to tack on layline. JohnPap tacks to stb over layline and Zhik also tacks on layline with no contact and about 1/4 boat lenght and nadeo gives pen 13. I asked to cancel as there was plenty of room for Zhik to tack and follow his proper course. Zhik accepted to cancel the pen

When Zhik luffed to tack around the mark, it was still possible for Johnpap to turn clockwise to keep clear.
