8. Description: Balder sailing close hauled starboard tack against start line. Clande Lupi on my Starboard side and she fall off because to early vs start line. Clande Lupi did not make any attempt to keep clear, probably because he tried to avoid OCS. I got a 16.1 pen from Clande Lupi. I ask for pen cancel which Clande Lupi accept. I find the 16.1 pen not correct. See attachment.

Clande beared away in order to try to avoid RRS30.1
There was a contact between both boats
