8. Description:
Batboat is on starboard tack with outside overlap on Northstar fetching starboard mark. Batboat tacks and Oversteer is rounding mark inside Batboat. Batboat crosses Oversteer without causing him at anytime to change course to avoid contact. And there is no contact between boats. Therefore the UMPIRE penalty is wrong. So no rules are broken.
