I stay clear of Laj and await his action even though im close to him and we are far from following the proper course. There is no contact an rrs 13 is not applicable in my opinion. Laj is hunting this one.

I attached replay as a help for the jury.

This was not hunting, of course not. I was waiting for the windward boat to tack, which you also should have done. By definition you were not keeping clear, as I could not sail my course without hitting you. And you gain by tacking before me.

Facts :
Steviekouris, Laj2 and Petter, windward to leeward, were on port at topmark.
Petter tacked first, then Steviekouris tack
Petter received RRS13 from Laj2
Laj2 tacked
Petter asked to cancel his pen, and Laj2 accepted
No penalty turn done

Conclusion :
Laj2 was forced to tack in order to avoid contact with Petter
When Petter received RRS13, there was no chance for Petter to keep clear if Laj2 hold her course and didn't tack.
Petter's cancellation REJECTED
Petter to be scored DSQ for breaking RRS13
