Facts:
Galaxy got a penalty from the VSK umpire under Rule 11, which he requested cancelled.
Brubeck refused to cancel the penalty.
Galaxy immediately took his penalty turn.

Conclusion:
Galaxy complied with Rule 44 when he took a penalty turn. No actions on him.
Brubeck refused to cancel and shall be scored DSQ in the race according to MLS Rule 3.2.2.
