8.Description:
DZ Arg SAT (me) enter in the zone with right (starboard tack), ALEXGD HDTeam enter without right (port tack) and start tacking, when ALEX RD was head to the wind touch my boat and NADEO give me a pen 16.1 rule without cause. I asked cancelation and ALEXRG never answered. I wrote "P ALEXRD" on the chat and made a 360.

It was a really bad judgment of action.
I thought i had a boat under and could not duck.
no intention to barge.

The protest from the Protest Committee is now merged with the protest from DZ Arg and will be one hearing. We didn't see the protest from DZ when filing the 2nd protest.

Facts:
AlexGr approach the layline on port, facing alot of boats on starboard.
There are no boats to windward or leeward that prevents AlexGr from turning in any direction.
AlexGr sail straight into the bow of Zeepol, making his boat go backwards.
AlexGr then tacks, and while tacking he crash with DZ Arg, who were holding his course on starboard.
DZ Arg got a penalty from VSK which under rule 16.1 which he requested to cancel.
AlexGr did not cancel the penalty for DZ Arg.
After 50 seconds, DZ Arg was in 4th place behind Black Pete, Winslow and Balder.
He then took a turn to clear his VSK pen.
Finish order was 1. Black Pete. 2. Balder. 3. Winslow.
AlexGr took a penalty turn.
Conclusion:
AlexGr did not keep clear of Zeepol and DZ Arg and caused a major crash, with a chain reaction affecting many boats.
AlexGr broke rule 10 and rule 2.
AlexGr took a one turn penalty, but since he caused serious consequences the penalty he shall take is to retire according to rule 44.1(b).
AlexGr to be scored DNE for breaking rule 2.
DZ Arg given redress, to be scored with 4 points in the race.
Note:
Being a non-experienced sailor does not change how the rules are applied by a protest committee. It's recommended to sail with bigger margins if sailors are not comfortable with boat handling or does not have enough knowledge with the rules. Near the marks, it's recommended to approach them on starboard from long distance in stead of port.
