8.Description: Damien was near behind me and wanted to fall away. Damien touched my rear end and got a penalty of 12. I canceled the penalty upon request.

8.Description: (I write this post on behalf of Damian as he cannot connect to the forum)
I was approaching the windward mark overlapped to windward of Sailor Ger. I tried to sail under him and I was penalized by the umpire for rule 12, which i asked to cancel and sailor accepted...
The only reason i asked to cancel is that the penalty was wrong as the boats were overlapped. I did break rule 11 and that is why soon after I did a penalty turn as you can see on the replay around 11:20

Will, it's the boat requesting to cancel who has to submit an explanation, the boat accepting to cancel does not have the burden.

Facts:
Damian 1/5 of a boat width to windward of Sailorger's stern.
Sailorger bear away slowly and there is immediate contact on Sailorger's windward side.
Damian get a penalty from VSK under rule 12 which he cancels.
Daminan take a turn 20 seconds later.
Conclusion:
Damian did not keep clear and broke rule 11.
Damian took a penalty according to rule 44.2.
No action to be taken.
Note:
The PC receive alot of work for each regatta. That is no problem. But please do not give use more paperwork to process than necessary. Sailorger should not have submitted a topic for Damians explanation!
