8.Description: ElMoro finished her tack to starboard at 13:13, Tulle, on port-tack, started to tack at 13:14. At 13:15 ElMoro gets a Pen 16.1 which was wrong, I think. Tulle didn't keep clear while tacking so there was a violation of rule 13.
