Facts:
>In order from closest to furthest from topmark, there are: Nick-Cromit, Kvien Mary, JP20, Laj2 and SAF on port
>Kong is STB.
>SAF tacks first an he forces 4 skippers to tack near the topmark.
>When SAF tacks, Laj2 can’t duck SAF because of Kong who is STB, so Laj2 must tack too.
>JP20 receives RRS 13 (he does his 360 during dogleg).
>Laj2 receives RRS 18 (he cancels his pen).
Decision:
>When SAD acquires right of way, he doesn’t give enough time to react and room to tack to all inside boats on port.
>Laj2 explanation ACCEPTED,
>SAF DSQ for breaking RRS15.
>Laj2 breaking RRS 13 from JP20m but exonerated under RRS 64.1a.
>JP20 breaking RRS 15 from Kvien Mary, but exonerated under RRS 64.1a.
>Kvien Mary breaking RRS 13 from Nick-Cromit, but exonerated under RRS 64.1a.
>No further action against Laj2, JP20 and Kvien Mary.
