Pkulm tacks from port to starboard inside the zone. After Pkulm has completed the tack, Batboat is forced to sail above close hauled to avoid collision.
Pkulm should therefore be penalized according to rule 18.3 (Tacking in the Zone). I must note Pkulm receives another pen and he takes this pen, but does not take my penalty.
