8. Description: Duffy and Perry on starboard reech. Perry gets windwards overlap on Duffy. Duffy luffs up and Perry follows, but does not keep properly clear, so as Duffy bears away, Duffy immediately hits Perry as Perry is too close to Duffy, so Duffy can not change course in any directions without making immediately contact. Duffy gets a 17.1., which Duffy asks for cancel, and Perry accept.

Facts:

Duffy is in front of Perry, Perry (sail4) is faster than Duffy (sail3)

First, Duffy luffs hardly Perry, Perry answer to the first luff. After, Duffy luffs a second time, Perry answer again but can't luff like Duffy because of sail 4 then when Duffy bears away, Duffy touch Perry

Decision:

Explanation REJECTED
Duffy DSQ for breaking RRS16.1
No further action against Perry
