8. Description: Orione navigated on the right, changing tack, leaving room for Piotr1970POL-VSC. After the jibe he no longer touched the rudder. Piotr1970POL-VSC arrives with greater speed and did not keep clear of Orione, but changed course by resting and touching the stern of Orione.

Facts:
Orione gybes clear ahead og Piotr, and completes the gybes, before Piotr has to do anything to keep clear.
Piotr keeps his course, so no effort is made to keep clear. Just before the contact, Piotr bears down a little, to go to leeward of Orione.
Orione didn't change course after the gybe.

Piotr failed to keep clear under RRS 12, and pen to Orione was wrong. Piotr do not take a pen turn.

Decision:
Orione pen cancel accepted, no further action.
Piotr is DSQ, for breaking RRS 12.
