The action occured on the start of the race 2.
Toppen was sailing on starboard tack, close to the comitee boat.
N.Spanjic comes on the start line, reaching windward to Toppen.
Just before the starting signal, Toppen closes the door to N.Spanjic and there is no room to pass between him and the committee boat.
N.Spanjic forces and takes a Pen 11.
But soon after, Toppen is obliged to bare away in order not to take Pen 30.1 (OCS)
When Toppen bares away, N.Spanjic touches Toppen and Nadeo translates this move as a 16.1 while it wasn’t to take a 30.1 (start for Toppen at 0.001 after start)
Toppen protests against his penalty 16.1, N.Spanjic cancels it and makes his 360 for his pen 11.
Thank you for the trueness of the WST team in forum explanations (by Sailor-GER) which explains that the pen 11 was correct, but not the 16.1 inflicted to Toppen.
