7. Description: approaching windward mark Alx on the inside hails "room pls" but there is no response to her luff by Piotr resulting in mast contact impacting Alx speed. Piotr appears to be doing a turn which she does close to Alx and actually making him take avoid action but does not say "360" done

Facts:


Alx and Piotr on starboard tack overlapped at the zone, with Alx inside boat.
Alx luffs to round the mark, and there is contact between the masts.
Piotr luffs slightl, then bears away towards the mark and hits the bow of Alx when he rounds the mark.
Piotr took a turn 35 seconds after the incident.

Conclusion:
Piotr had to give mark-room to Alx.

Piotr did not give mark-room to Alx, hence broke rule 18.2(b) and 11 when they first hit.
Piotr did not try to give mark-room or try to keep clear when he "shut the door" at the mark and they hit the 2nd time.
Hence it's considered as a deliberate violation and breach of rule 2 fair sailing.

Decision:
Piotr is disqualified in the race (DNE).

Note:
Even if it would have been a regular rules violation, the result would have been DSQ because the penalty turn was taken too late.
