Facts:


Zee, Alx and Piotr on starboard tack overlapped at the zone, with Zee inner, Alx middle and Piotr as outside boat.
Zee luffs to round the mark. Alx responds until he can luff no further due to Piotr. There is space to windward of Piotr.
Contact occurs between Zee and Alx when Zee bears away around the mark.

Conclusion:
Piotr had to give mark-room to Alx.
Alx had to give mark-room to Zee.

Piotr did not give mark-room to Alx, hence broke rule 18.2(b) and 11.
Alx did not give mark-room to Zee, but is exonerated because Piotr did not give him room.

Decision:
Piotr is disqualified in the race.
