7. Description: I was on the right tack. Goffe decided to turn right in front of me. I decided to go down without losing speed, thus preventing him from completing the turn.I think pen is correct.

Yes I tacked quite close to Geronimo, but I think he should not change his course and bear down on me.

Facts:
Goffe on port tacks in front and to leeward of Geronimo on starboard.
While Goffe is tacking, Geronimo bears away hard and hits Goffe on the stb transom with his bow spirit.



Conclusison:
Goffe did not keep clear under rule 13.
Geronimo did not give Goffe room to keep clear under rule 16.1.
Goffe is exonerated under 43.1.b
