Facts:
Senang on port luffed to tack under Piotr on starboard who was only making minor changes of course.
Before Senang passed HTW, the masts hit. Senang immediately took a one-turn penalty.



Conclusison:
Senang broke RRS rule 10 and took a penalty in accordance with RRS rule 44.2 and MLS rule 2.3.

Decision:
Cancellation accepted. No further action.
