7. Description: JohnPap to windward sailed parallell to the starting line in order to try to not get OCS. He luff at the last second and his stern swings into my starboard side. Even without contact this is a violation of rule 11. I don't think it's a rule 2 violation, as JohnPap tried to avoid contact at the last moment. JohnPap took a penalty turn.

JohnPap to windward failed to keep clear of Euphoria to leeward and broke RRS 11.
By taking 1 penalty turn, JohnPap took an appropriate penalty.
