Rule 13: After a boat passes head to wind, she shall keep clear of other boats until she is on a close-hauled course. During that time rules 10, 11 and 12 do not apply. DonMasino never finished her tack because she was not on a close-hauled corse. The sails were flapping the whole time...

Facts:


Donmasino tacks from starboard to port, but does not reach close hauled course before Q23 has to luff to avoid him.

Conclusion:
Donmasino broke rule 13.

Decision:
Donmasino is disqualified in race 8.
