MLS16 Day4, RED Server, Race 1, cancelation request

6. Boat(s) involved: Pirata

7. Description: We were connected with PIRATA and went to the lower sign. Before entering the sign area, I contacted PERRY from the inside, he was supposed to give us a place with PIRATA so that we could go around the sign. In fact, Perry's pen under rule 18.2.a

Facts:


Geronimo overlapped to windward of Pirata and clear astern of Perry. Geronimo established overlap with Perry outside the zone and Perry immediately luffed to keep clear. Pirata held his course and hit Geronimo on the leeward side.

Conclusion/Decision:
Geronimo gave Perry room to keep clear under rule 15. Perry kept clear under rule 11.
Geronimo did not keep clear of Pirata and broke rule 11.
Geronimo is disqualified (DSQ) in the race.

Perry Kept clear under 11?????

Geronimo had no space to avoid contact from me.

When Perry hits the zone, he overlapped of Geronimo and he must give room to Geronimo, and Geronimo must give room to Pirata. But, 3 seconds isn't enough to keep clear of Pirata avoiding hit Perry. Perry had a spot to luff. Geronimo was not allowed to luff because he was limited by rule 17.

7. Description: Perry clearly saw that I contacted him before entering the zone, since I was associated with the Pirate, he had to give me and the Pirate room to go around the sign under rule 18.2a, I had no room to leave , contact Pirata. Pirata did not protest against me in the race and after.

Yes, it's very clear in the video that Perry immediately luffed when Geronimo established overlap.
If Geronimo would have hit Perry, then Perry would have been exonerated and Geronimo would have been penalized for breaking rule 15.

Geronimo put himself in a position to not being able to keep clear from you.
To keep clear from you, Geronimo should have luffed above Perry.
There was absolutely no obligation from Perry to do anything before the overlap began.

All in all, it was not the best team work when you hit Geronimo, you could easily have avoided contact by bearing away, and you would have achieved what you wanted...

Perry gives mark-room to both Geronimo and Pirata under rule 18.
Gernomo has to give room to Perry under rule 15, and Perry does not use more room than necessary.
But, 3 seconds isn't enough to keep clear of Pirata avoiding hit Perry.
There is no 3 seconds rule in RRS, that is NPC rules of VSK...
Perry had a spot to luff.
Perry luffed immediately when overlapped.
Geronimo was not allowed to luff because he was limited by rule 17.
Geronimo was allowed to luff because his proper course is to keep clear of Pirata, so no violation of rule 17.
But when overlapping and luffing, Geronimo has to respect rule 15 and rule 16.1.

Perry responded perfectly according to the rules - this was no difficult situation to judge for the protest committee.
