MLS Day 4 Race 2 group green Zez-Orione Protest + Redress

8.Description: Zez sailing on starboard tack, Clande lupi overlapped leeway. Cocal lupi sailing on port tack, 2 boats overlaped leeway of her. Clande did slowly beared away then Zez gybes as soon as she got enough room in order to give Cocal enough room to pass the mark. As soon as Zez gybeg, Cocal luffed and Zez get 11 pen. Cocal has room on her leeway to cross finish line. Zez asks for cancellation as believe pen is incorrect but has already crossed the finish line. Cocal cancels pen so Zez has to finish race and goes from 6th place to last. Therefore Zez asks for redress.

Facts:
4 boats overlapped, approaching the right end of the finish line, surfing in 25 knots.
Tiki is the inner most boat on port.
Then Goffe on port.
Then Orione on port.
Then Zez on starboard, furthest from the mark, on a collision course with Orione.
Before any boat has reached the zone, Zez begins to bear away, Orione continues straight.
When the first boat has reached the zone, Zez continues to bear away, Orione continues straight and Goffe bears away towards the line.
The gap between Zez and Orione is 1 boat width, still on collision course.
Zez continues to bear away and gybes. At this point the gap to Orione is 1/2 boat width and Orione has not changed course.
At the same moment, the gap between Orione and Goffe is more than 2 boat widths.
Orione and Zez crash. Zez get a penalty from the VSK umpire under rule 11, which he cancels.
Zez cross the finish line in 7th position, but this is not registered by the VSK RC as the penalty had not been cancelled yet.

Conclusion:
Zez is on starboard tack and has right of way.
Orione is on port tack and entitled to mark-room.
Zez gives Orione mark-room.
Orione does not keep clear, and is breaking rule 10.
Orione is not sailing within the mark-room she is entitled to, and therefore not exonerated for breaking rule 10.
Orione to be scored DSQ in the race.
Zez and all the boats in the race to be scored in the order they first crossed the finish line.
