Facts:

Kong, Tulle, Salento and Beebob are approaching the upwind mark (3 or 4 lengths), Kong is the windward boat, Tulle is leeward of Kong, Salento is leeward of Tulle and Beebob is leeward of Salento.

Pen 17.1 is given to Tulle but because of Beebob and Salento (there is less than one length of a boat between Tulle and Salento) he cannot sail lower than he did.
