8. Description: Tulle on port passing between Winslow and Piotr1970. Piotr did not have to change course and there was plenty of room for Tulle to pass. Piotr1970 refused to cancel, therefor asking for redress since Tulle lost at least two places.

Facts:

- Piotr sailing to mark on stb tack

- Tulle failed to fetch the mark so he had to pass behind a group of windward stb boats. Last of this group is Piotr.

- Tulle crosses ahead of Piotr on port tack. Distance between the 2 boats seems ok and Piotr doesn't change course (or slightly luffed and the end of the crossing).
- Pen 10 is given and Piotr refuses to cancel.

Decision

Tulle: Redress accepted (13th: place he had before starting his 360°)
Piotr: DSQ for refusing to cancel pen
