8. Description: I got pen 10 from Euphoria (12:25) which I ask for cancel so to able to find a place to do my 360 which I did after the 2nd buoy at 13:27

I had tacked to starboard 15 seconds before I hit Theo.
I think the PC should consider rule 2, but maybe Jonte's sudden change of plans just made it unfortunate for Theo?
At least the penalty turn 1 minute later was not according to rule 44.
In the same situation, LuisRomAbar hailed RTT. But maybe not related to Theo's situation?

Facts :
Euphoria was STB and fetched topmark
Jonte, Theo and Luis were on port, windward to leeward
Jonte beared away hardly for ducking behind Toppen
Luis asked RTT (nobody answered) and he crossed ahead of Euphoria
Theo received RRS10 from Euphoria with a contact between both boats
Theo asked to cancel, Harald accepted and Theo did a penalty turn 60sec after receiving his RRS10

Conclusion :
Luis's hail RTT was wrong according to MLS Rule 2.7.iii, so it shouldn't take into account
Furthermore, Luis crossed ahead of Euphoria and didn't break RRS10
Theo broke RRS10 with Euphoria and did his penalty turn too late
Theo DSQ for breaking RRS10, and his penalty turn can't be accepted according RRS44.2

Note :
Theo didn't predict that Jonte will bear away hardly and slow down so much.
When Theo received RRS10, he was overlepped by Jonte windward and Luis leeward, and both could cross ahead of STB boat.
There is at least a reasonable doubt whether it was a deliberate action or not.
That's why Theo didn't break RRS2
